Haiti – PetroCaribe : The Government Commissioner Daméus multiplies the convocations
With more than 60 complaints filled about the management of the PetroCaribe fund, Clamé Ocnam Daméus Government Commissioner has a lot of work, since he must question and verify the basis of all denunciations, allegations and accusations made in the complaints against each persons named by the complainants.
So after convening former Prime Minister Laurent Lamothe who did not show up https://www.haitilibre.com/en/news-25923-haiti-petrocaribe-laurent-lamothe-did-not-show-up-at-the-prosecutor-s-office.html he sent 3 new separate notices to appear dated October 26, 2018.
Daméus says he wants to meet at the Prosecutor’s Office Tuesday Mrs. Youri Mevs of SHODECO SA and Wednesday the former Director General of the National Center of Equipment (CEN) Jude Célestin, and the former Director General of the National Center of Equipment (CEN), as well as Reginald Vorbe de Vorbe et Fils Construction S.A.
The Commissioner stresses at each convocation “[…] I draw your attention to the fact that this convening follows the denunciation of serious presumptions of acts of corruption of which you are the object. “
It is very likely that for the same reasons as Laurent Lamothe, the convoked do not appear, being deprived of the right granted in any democratic state, to be accompanied by a lawyer, impossibility caused by a work stoppage formally prohibiting the lawyers of this Bar to provide any form of judicial services for almost 15 days… Recall that one of the demands of the strikers advocates requires the departure of the Commissioner of the Government https://www.haitilibre.com/en/news-25953-haiti-news-zapping.html
In addition, Daméus in another correspondence dated October 25, 2018, addressed to Max André Vilma, Director General of the Ministry of Public Works asks him to “kindly instruct the Director of the Unit of Execution Yronce Gaëtant, to send him all related information :
1 – The contract for the rehabilitation of the Lafiteau road;
2 – To the contract of dredging of the bay of Port-au-Prince by the company Representation S.A. (REPSA);
3 – To the contracts signed by the firms: “Enery System Design Engineering” (ESD), HL Construction and Générale de Construction & Distribution S.A. (LGC).”
It specifies that “the said contracts must be limited to those who have received funding from PetroCaribe Program funds for which the prosecutor’s office in this area is collecting information on the management that has been done, within the framework of projects achieved since its implementation in Haiti.”
