In a public open letter, the senator based in the Southeast, Joseph Lambert said he felt that he was required to make public his position in relation to the latest demonstrations which led the Haitian crisis to its new heights, it being understood that, since the second Monday of January 2020, the Republic has broken with the constitutional and democratic order.

Thus Senator Joseph Lambert makes believe that:
1- Haiti is at an impasse, because the Republic is orphan of its parliament of which only a third of the senate remains in the legitimacy imitated and, in the current state of affairs, any Haitian government is deemed illegitimate, isolated, unrelated to other branches of the state and its actions are not subject to any control.
2- It is urgent that the State regain its composition and recover its authority through the institutions provided by the legislator. It is in the general interest that, lesson learned, the actors avoid repeating the failure and that they take the option of actions thought for the collective well-being, without eagerness or lightness.
3- The only way to repair this erosion of legitimacy that is shattering the state lies in the conduct of credible elections that renew political personnel. However, the Permanent Electoral Council planned since 1987 has never been set up and the fundamental charter has never indicated any forecasts for a second Provisional Electoral Council.
4- Dialogue is essential, even if it is very late, even if the contradictions are deep. Only a political agreement in good faith between the Executive power, the Senate of the Republic, the opposition and civil society can allow the establishment of mechanisms useful for the necessary return to the rule of law.
