The New Program
Secondary is focused on four main objectives: i) Promote the
modernization of secondary education; ii) Increase access
equitable to modern secondary education; iii) Improve quality
secondary education and the internal efficiency of the subsector; iv)
Strengthening the governance of the sub-sector of secondary education
These ambitious objectives are
fueled by pretentious activities, almost impossible to achieve
to achieve the goals that then become chimeras, wishful thinking,
wacky sentences, beautiful dreams, black lies on white, good
or in bad faith.
In the third objective of the New Secondary are grafted, among others, the following activities: construction of 230 high schools, 12 rooms to implement at the national level; high school equipment in electrical and internet infrastructures; recruitment of 5356 new teachers; 230 new high school principals and 230 new public coordinators, etc.
The fourth objective, like the third, is riddled with mendacious activities from which we retain the endowment of secondary public schools in adequate material resources and management tools necessary for modern management of schools; establishing effective and functioning partnership mechanisms between the public and private sectors; the staffing of school management of qualified materials and human resources, to accomplish their new tasks.
Like sparkling and shimmering models designed under the new administration Martelly-Lamothe showing a capital and a dream Haiti with scratches- skies, beautiful cars, without pollution, without fuss, without traffic, without blackout; stadiums at Maracana, Camp Nu, Santiago Bernabéu, highways, university campuses, public buildings, supermarkets and high schools like those in North America and Europe, of the educational system copy and paste the sentences of the documents of the French and Canadian system to fool the population into beautiful objectives, the desire for changes in academic levels, transformations in practices and mentalities for “a shift towards quality”.

The motivation of the State Haitian,
endorsed by the MENFP, to enter into this dynamic of the New Secondary
justified by the finding of a failing, heterogeneous, multi-system

and hardware, structures and adequate infrastructure are
prerequisite for the realization of this ambitious New Secondary project.

Appointed professors are not paid regularly; some teach for years without landing their letters of appointment; others, like panurge sheep, have also fled to Chile and Brazil to try to escape ignominious misery and insecurity. Schools are dilapidated, lacking libraries, benches, sanitary toilets, qualified staff. The pupils are deprived of books and notebooks; they are starving. So, a thousand and one reasons to be skeptical about the true motives of the leaders of the education system who only put the cart before the horse, receiving the dictation of partners or false-friends of the International to enter “heads down” in plans and ready-to-wear projects.

We are unable to structure our buying and resale activities with the smugglers and racketeers of the national trade; the Central Bank is dislocated by the uppercuts of the dollar on the gourd; the inflation rate is in full swing; the banking system is overflowing with fraudulent transactions, money laundering; yet we dare to think of a Haitian stock market. Accusing spectacular failures in the objectives of ensuring land transport, basic nutritional and cosmetic needs, security, stability and peace in the City, the rulers we Jovenélisent, we Hammered and Lamothent us in promises of projects of cable cars, brand new stadiums and viaducts.
Having failed to provide electricity and equipment school buildings, we return blindfolded and heads down in a New Secondary program with enormous technical and financial constraints that can not be met without dynamic structures, competent entities and substantial financial and human capital.
There are no
spontaneous generations. Whether political, educational, social or
economic ; no country, no state, no nation can win at the
lottery. The future of a country is prepared, conceived and created with women
and competent men, worthy,
integrity, with good intentions and with the transcendental vision of
the achievement of collective well-being
The health of education,
of culture, social and economic is dependent on praxis
policy. Yes, we can emulate the great modern nations in all
sectors; we can develop and execute sound education plans
at the primary, secondary and university levels; but, not with actors
and political bandits without heart, without head, without reading or writing. When
the policy wants, the economy can. Time then to give the rudder
policy on decency, probity, knowledge, know-how and
life skills to break with socio-economic development
